"This is a hearing ... to consider the rider which prohibits D.C. to use its locally raised tax revenue in support of Congressional voting rights. In the past the chair of the committee has said that he saw no reason not to include the rider because DC residents did not care: few were in attendance at the hearing. This year we might be able to get the House to follow the lead of the Senate and drop this insulting rider. To do so the committee room needs to be packed.
